In 1982, 15 years before the lease on the New Territories would expire, China and Great Britain started to talk about the future of Hong Kong. Prior to that, in 1980, the National People’s Congress (NPC) passed “Regulations for The Special Economy Zone of Guangdong Province” and officially designated a portion of Shenzhen, which is today the richest city on a per-capita basis inside China. Then, on Dec. 19, 1984, the Sino-British Joint Declaration on the Question of Hong Kong was signed.
