Into the 1990s. Once again the ball was returned to Shanghai to work on a further catch-up with her sister. As the Hong Kong Basic Law was officially accepted on April 4, 1990, Hong Kong’s transition at last became a reality. At the same time, in June 1990, Shanghai’s Pudong area obtained a Special Economy Zone status and was opened to overseas investment. In addition, starting in 1992, Shanghai’s tax obligation to the central government was reduced, and that stimulated the city’s growth and development more than ever.
The twins’ fundamental characters are somewhat distinctive. In terms of population, Shanghai has 16 million, including 3-4 million unregistered migrants, whereas Hong Kong is far smaller with 7 million people. Shanghai is also geographically much bigger with 6,340.5 square kilometer (2448.07 square miles) versus Hong Kong’s 1102 square kilometers (425.48 square miles).
