These weaknesses are permissible while the city is only a tourist destination; but to become a serious international business center, it will be a significant drawback. There is actually a slight concern that Shanghai could end up becoming another Tokyo, which is still a large and advanced Japanese city but has pathetically failed to attain the status of an international city. The shortage in English-capable ordinary workers was fatal for Tokyo, and could be for Shanghai.
